@xpostfactoid @xpostfactoid My "solution" to this, by the way, is to have a Modified Dutch Auction, and those MA bids that fail, will lose the ability to offer (politically unpalatable, perhaps). That something needs to be done is an obvious conclusion.

@xpostfactoid On p 345 of the report, MedPAC reports that the normalized difference is 1% more. Also, there is no mention that FFS does not include an out of pocket max limit, where as MA must. In option speak (I'm option trader first), MA beneficiaries are long this option, FFS does not.
